I have the same issue as this individual. I bought a brand new 9v battery & installed it which did not solve it. All the usual processes - turning off phantom power, dials turned up, etc. - also did not solve my issue.
The audio interface I'm using is Focusrite Scarlett Solo 3rd Gen. It's brand new, purchased specifically in the hopes that it would fix my issue. I tried swapping the wires plugged into the back of the interface as well. Not a single peep from the interface.
I have a phantom powered mic - Node NT-1A - and it works with the Scarlett Solo interface I just purchased. So the interface itself is functional.
Any suggestions/help would be grately appreciated.

Thank you for reaching out to us! I'm sorry you're unable to get the microphone working properly.
Unfortunately, the Scarlett Solo is not fully compatible with a 3Dio microphone. While the Solo does offer two inputs, the input types are not identical (1 XLR input and one Line [1/4"] input). Because the inputs are not identical, you will not be able to get an identical sound from each ear. Also, the inputs jacks should be located on the front of the Scarlett. There may be an XLR input on the back of the Solo (or two XLR inputs on the back of the 2i2), but if you're using an FS model, only 1/4" jacks or combo 1/4"/XLR jacks should be used. XLR cables should never be used with an FS model.
I would recommend returning the Scarlett Solo and pick up a Scarlett 2i2. The Scarlett 2i2 has two identical 1/4" inputs, which is required for the 3Dio, or any stereo microphone. Simply use the splitter cable that ships with the mic to connect the 3Dio to the 2i2 using the 1/4" input jacks on the front.
